LOUIS STOKES, Democrat, of Shaker Heights, OH; born in Cleveland, February 23, 1925, son of Charles and Louise Stokes, both deceased; educated at Cleveland College of Western Reserve University, 1946-48; Cleveland Marshall Law School, 1948-53, juris doctor degree; veteran of U.S. Army, 1943-46, honorably discharged; practicing attorney in Cleveland, OH, since 1954; numerous civic awards including Cleveland Branch, NAACP and the U.S. Commission on Civil Rights; past chairman, Ohio State Bar Association Criminal Justice Committee; past chairman, Congressional Black Caucus; past president, Congressional Black Caucus Foundation, Board of Trustees, the Martin Luther King, Jr. Center for Social Change, and Executive Committee, Cuyahoga County Democratic Party; lectured and wrote articles for universities and bar associations; member of numerous civic and legal organizations; Methodist, St. Paul A.M.E. Zion Church; married Jeanette (Jay) Francis; four children: Shelley, Angela, Louis C., and Lorene; brother of Carl B. Stokes, former mayor of Cleveland, OH and currently Ambassador to the Republic of Seychelles; elected to 91st Congress, November 5, 1968; reelected to each succeeding Congress; member: Committee on Appropriations; Subcommittee on Labor, Health and Human Services, and Education, District of Columbia; chairman: Appropriations Subcommittee on VA, HUD and Independent Agencies; former chairman, House Permanent Select Committee on Intelligence; Committee on Standards of Official Conduct (Ethics Committee); House Select Committee on Assassinations.
